Economic Policy and Competitiveness Research Center (EPCRC) is doing a research of Undocumented citizens as a part of The Asia Foundation’s Urban Governance Project (UGP).

The Urban Governance Project is being implemented by The Asia Foundation in collaboration with Municipality of Ulaanbaatar and City State Registration Agency with funding from the Swiss Agency for Development and Cooperation. As part of the Project, services related to obtainment, renewal and re-issuance of national identification cards have transferred to 7 khoroos of Ulaanbaatar from July, 2018. The transfer of these services which were only available at the Districts was an effective step towards improving access and efficiency for citizens of Ulaanbaatar.

The EPCRC is doing research to support the relevant government agencies to identify policy actions required to improve public service accessibility for vulnerable groups related to registration in close collaboration with The Asia Foundation as a part of the Project.

As part of the research, the Asia Foundation has supported the obtainment of national identification card for 280 vulnerable residents of Ulaanbaatar. 55 citizens of 11th khoroo of Songinokhairkhan district received national identification cards on October 24, 2019.
